各位扶輪領導人好，

有關3510地區三月地區年會通過的有關台灣名稱之請願案，RI理事會已經透過祕書長代表理事會簽署信函回覆如附件。

雖然理事會未能回復扶輪政策??編1999年的文字，但因其已有表明：「The RI Board ......also wished to reassure all Taiwanese members that there has been no material change in Rotary’s policy or disposition toward Taiwan as clearly indicated by RI President Holger Knaack in his letter dated 1 March 2021 to all Taiwanese district governors.」（正如 RI 社長柯納克 Holger Knaack 於2021 年 3 月 1 日致函 所有台灣地區總監的信函中明述，理事會誠心希望向所有會員保證，扶輪對台灣的政策或態度並無任何實質改變。）

以及「The RI Board’s removal of section 3.010.3 shall have no effect on the nomenclature currently in use for clubs in Taiwan. Rotary will continue to use “Taiwan” in the names of clubs from Taiwan. Again, no change has been made, nor is any change contemplated, nor would any change be proposed in the future without consultation with local Rotary leaders.」（國際扶輪理事會刪除第 3.010.3 節，對台 灣社名目前使用的命名方式沒有任何影響。扶輪將繼續在台灣的社名中使用「台灣」 (Taiwan)。再次申明，此情形並未改變，也無意加以變動，若未先與當地扶輪領導人商 討，將來也不會提出任何改變。）

等於已經代表理事會保證台灣扶輪社使用「台灣」(Taiwan )為名稱之狀態沒有改變，也不會在沒有與當地扶輪領導人商討前做任何改變。已經實質上對台灣的名稱有一定之保障，日後理事會若有任何改變此做法的跡象，台灣扶輪社都可用此函及RI社長柯納克今年3月函文一起提出質疑。
